Two People Speaking Out Against War In Syria

It is a shame that a xenophobic conservative like Tucker Carlson is making more sense about Syria on Fox than most others in the news media, including the supposed liberals on MSNBC. During the show (video above) Carlson questioned the wisdom of military action in Syria:

With Assad gone, who would run it exactly? Do we have another strongman in place to install? Or is it our hope that a stable democracy will magically appear in the wake of this protracted civil war?

And who exactly are these moderate rebels you’re always hearing about, the ones that we’re supporting with your tax dollars?

Meanwhile Newsweek warns: RUSSIA PREPARES FOR WAR WITH U.S., INSTRUCTING CITIZENS TO BUY WATER AND GAS MASKS:

Claiming that some Americans are preparing for a coming war with Moscow, Russian state-owned television explained to the country’s residents how to stock their bunkers with water and basic foodstuffs in case a war breaks out.

Warning that the potential conflict between the two superpowers would be “catastrophic,” an anchor for Russia’s Vesti 24 showed off shelves of food, recommending that people buy salt, oatmeal and other products that can last a long time on the shelves if they plan to hide in a bunker. Powdered milk lasts five years, while sugar and rice can last up to eight years, the newscaster explained before showing videos of pasta cooking in a bomb shelter.

In contrast to the calls to go to war, Stephen R. Weissman, former staff director of the House Subcommittee on Africa, discussed a more rational policy at In These Times:

The United States has intervened militarily in civil wars in Afghanistan, Syria and Yemen to defeat Al Qaeda, associate America with a democratic “Arab Spring” and support the ambitions of friendly Middle Eastern governments. Yet little progress towards these objectives has occurred, partly because American policies were misplaced. Central Al Qaeda has long been located in Pakistan, not Afghanistan, and the Arab Spring proved ephemeral. Meanwhile, intervention has damaged many fundamental American interests. It has strained relationships with U.S. partners, stoked interstate tensions, threatened to plunge the U.S. into new military commitments, burdened America’s complex relationship with Russia, contributed to tremendous losses of human life and aggravated U.S. budgetary deficits.

What to do? Critics of the Obama administration’s “weakness” have urged the United States to double down on its use of force. Though wary of domestic political constraints on further American casualties, the Trump administration has ventured partway in this direction. In Afghanistan, it added a few thousand troops to the 11,000 already present, loosened constraints on American military operations and suspended security assistance to Pakistan over its failure to crack down on Taliban sanctuaries. In Syria, it reportedly ended major CIA covert military assistance to “moderate” rebels, but, after helping subdue the Islamic State in Northern Syria, maintains 2,000 U.S. troops and considerable air power in the region as “leverage” against the Bashar al-Assad regime and Iran. In Yemen, it has escalated military support—arms sales, intelligence and refueling of military aircraft—to the Saudi-led coalition defending the displaced government against Houthi rebels.

Nevertheless, no amount of politically permissible U.S. military escalation will rescue failing U.S. policies. Local U.S. clients suffer from political and military dysfunctions that cannot be alleviated by outside economic and military aid. At the same time, their opponents have been supplied by Pakistan, Lebanese Hezbollah, Iran and Russia with enough resources to avert defeat and even gain ground.

A more promising route to protect America’s political and humanitarian interests exists, but you will not hear much about it from the executive branch, Congressional foreign policy leaders, prominent Washington think tanks and mainstream media. It is to pursue an end to these wars through mediated, compromise political settlements based on ground-level realities—leavened with as much justice and accountability as can be achieved.

Does this sound naïve? It is what the United States did in helping to resolve seven civil wars (in three of which the U.S. military had been involved) between 1990 and 2005 in Bosnia, Burundi, Cambodia, Democratic Republic of the Congo (an interstate as well as intrastate conflict), El Salvador, Mozambique and Sudan. This was an era when the Cold War ran down, enabling U.S. political and opinion leaders to address these conflicts forthrightly. Today, their vision is clouded by fearful overreactions to international terrorism and Iran’s regional rivalries. Still, from 1990–2013 a larger percentage of civil wars were resolved by negotiated settlements than by military victories.

The seven wars endured from four to twenty-two years (four lasted at least eight years). Individually, they resulted in anywhere from tens of thousands to, in Congo’s case, 3.5 million military and civilian deaths. But once serious peace talks began, six of the negotiations were completed in less than three years. Every one of these accords was achieved through external mediation among the parties to the conflict. As former Tanzanian President Julius Nyerere told me in 1997, after having led the effort in Burundi for two years, “One thing I know, they can’t do it on their own.”

Weissman discussed this in further detail. Diplomacy may or may not work, but dropping more bombs on Syria will not help keep people in Syria more safe. It might escalate to the nuclear war they are talking about in Russia.

Tulsi Gabbard Meets With Donald Trump To Promote Non-Interventionism

Among the many unique aspects of the 2016 election was that the Democratic candidate was to the right of the Republican candidate on foreign policy. Unfortunately Donald Trump, while never as hawkish as Hillary Clinton (virtually nobody is) was both inconsistent and often outright incoherent when discussing foreign policy. His initial appointments did not provide much hope that Trump will really break with the Republican establishment on foreign policy, but that may have changed today. Trump met with Tulsi Gabbard: “Gabbard, who backed Vermont Sen. Bernie Sanders in the Democratic primary, is being considered for jobs at the Defense Department, State Department and the United Nations, a source told CNN.”

Gabbard had stepped down as a vice chairwoman of the Democratic National Committee to back Bernie Sanders and oppose Clinton’s foreign policy views. From her statement endorsing Sanders:

Our interventionist wars in Iraq and Libya have cost us trillions of dollars and thousands of American lives; and al Qaeda, ISIS, and other terrorist organizations are still strong.

Today, America is again on a path of interventionism without a plan. Nowhere is this more apparent than in Syria, where we are supporting rebel groups allied with al Qaeda, ISIS and other terrorist organizations.

We are spending billions of dollars to overthrow the Syrian government in a war that has led to hundreds of thousands of Syrians being killed or injured and a refugee crisis like we’ve not seen in decades.

Our military and intelligence assets are on the ground, yet no one can answer a simple question: What happens if the regime falls? If we succeed in overthrowing the Syrian government of Bashar al-Assad, it will open the door for ISIS, al Qaeda, and other Islamic extremists to take over all of Syria, which will simply increase human suffering in the region, exacerbate the refugee crisis and pose a greater threat to the world.

After the meeting, Gabbard expressed similar views on foreign policy, including how the neoconservative policies supported by Hillary Clinton would lead to many Syrian deaths and place us at risk of direct conflict with Russia:

President-elect Trump asked me to meet with him about our current policies regarding Syria, our fight against terrorist groups like al-Qaeda and ISIS, as well as other foreign policy challenges we face. I felt it important to take the opportunity to meet with the President-elect now before the drumbeats of war that neocons have been beating drag us into an escalation of the war to overthrow the Syrian government—a war which has already cost hundreds of thousands of lives and forced millions of refugees to flee their homes in search of safety for themselves and their families.

While the rules of political expediency would say I should have refused to meet with President-elect Trump, I never have and never will play politics with American and Syrian lives.

Serving the people of Hawaiʻi and our nation is an honor and responsibility that I do not take lightly. Representing the aloha spirit and diversity of the people of Hawaiʻi, I will continue to seek common ground to deliver results that best serve all Americans, as I have tried to do during my time in Congress.

Where I disagree with President-elect Trump on issues, I will not hesitate to express that disagreement. However, I believe we can disagree, even strongly, but still come together on issues that matter to the American people and affect their daily lives. We cannot allow continued divisiveness to destroy our country.

President-elect Trump and I had a frank and positive conversation in which we discussed a variety of foreign policy issues in depth. I shared with him my grave concerns that escalating the war in Syria by implementing a so-called no fly/safe zone would be disastrous for the Syrian people, our country, and the world. It would lead to more death and suffering, exacerbate the refugee crisis, strengthen ISIS and al-Qaeda, and bring us into a direct conflict with Russia which could result in a nuclear war. We discussed my bill to end our country’s illegal war to overthrow the Syrian government, and the need to focus our precious resources on rebuilding our own country, and on defeating al-Qaeda, ISIS, and other terrorist groups who pose a threat to the American people.

For years, the issue of ending interventionist, regime change warfare has been one of my top priorities. This was the major reason I ran for Congress—I saw firsthand the cost of war, and the lives lost due to the interventionist warmongering policies our country has pursued for far too long.

Let me be clear, I will never allow partisanship to undermine our national security when the lives of countless people lay in the balance.

Hopefully Gabbard does receive an opportunity to work with Donald Trump, and guide him on a less interventionist path. It is hard to see any outcome if Clinton had been elected other than further entrenchment of the warfare/surveillance state and perpetual warfare. While I am not terribly optimistic about Donald Trump handling foreign policy either, at least he has expressed opposition to interventionism at times, leaving open a possibility for a change in course. With all the negative signs so far from Trump, including his right wing appointments to date, his battle with the cast of Hamilton, and a disastrous meeting with members of the news media today, this offers a small glimmer of hope.

New York Times Helps Outline Path To Defeating Clinton For Democratic Nomination

Among many liberals the question with Clinton preparing to announce her candidacy is not whether it is desirable to stop Hillary Clinton from becoming the Democratic nomination but whether this is even possible. Last week The Boston Globe urged Elizabeth Warren to run, and many liberals are pushing for this despite Warren’s statements that she is not interested. Now a story at The New York Times looks at the general strategy of defeating Clinton.  Maggie Haberman, the presidential campaign correspondent for The New York Times, spoke with people she referred to as “three of the smartest Democratic strategists we know.” Their identities were not divulged “so as not to anger Mrs. Clinton.”

Even before getting to the strategy points, this raises the question as to whether this is an isolated article or if it is a sign that Clinton is losing The New York Times. The need to keep the identities of the strategists secret can be taken as both a sign of the reluctance of those who depend upon Democrats for their likelihood to anger Clinton and as a sign of what people feel about her.

There were three main strategic points in this article. The first was Populism:

Any Democrat who takes on Mrs. Clinton should be a truth-telling populist, challenging the party from within and tapping into the energy and aspirations of the Democratic base.

This is especially crucial given Mrs. Clinton’s popularity with African-Americans, a significant voting bloc in Democratic primaries. One suggestion for reaching those voters? Focus on improving policing, after a national debate and protests set off by the deaths of unarmed black men in Missouri and New York City.

Another area that the right candidate could seize upon: immigration. Pound away at Democratic leaders for not passing a comprehensive overhaul when there was a chance to do so in 2014.

Another strategist said the challenger should focus on a few big-ticket ideas, like a transaction tax on Wall Street that would finance renewable energy, and hammer the utilities for harming energy independence.

“I wouldn’t give Hillary hell, I’d tell the truth and make her think it’s hell,” the strategist said, echoing former President Harry S. Truman. “I’d try to build my own momentum, not blunt hers.”

Eating into Clinton’s support among blacks is important from the standpoint of primary votes, but the legendary Clinton support from blacks has been diminished by her attacks on Barack Obama in the 2008 primaries, which many feel went over the line f or what is acceptable in a primary battle.  Her Wall Street connections have been mentioned frequently in criticism of Clinton, with this issue being raised by open challenger Martin O’Malley and non-challenger Elizabeth Warren. A successful challenge on her economic views could also help cut into Clinton’s blue collar support.

Foreign Policy was listed second:

“She’s to the right of where the party is on a lot of these issues,” one of the strategists said. Mrs. Clinton has traditionally favored a more muscular response in places like Syria, the source of one of her biggest policy disagreements with President Obama while she was secretary of state.

Clinton was on the far Joe Lieberman right win of the Democratic Party on Iraq, pushing for war based upon non-existent ties between Saddam and al Qaeda. She was generally the strongest supporter of military action in the Obama administration (often countered by Joe Biden). The degree to which this matters from a political perspective will depend upon how war weary the country is a year from now.

The third factor was Authenticity:

For more than a decade, Mrs. Clinton has tried to swat away a persistent concern about her ability to connect with voters. “Saturday Night Live” recently captured that problem in a sketch featuring an actress playing Mrs. Clinton, who said of herself at one point, “What a relatable laugh!”

Years of security-infused Bubble Wrap around her travels and a wealthy lifestyle have done little to pull Mrs. Clinton closer to voters.

The best hope for someone running against her, all three strategists said, was to be real. And the best environment to showcase that genuineness may be Iowa. A challenger could camp out there, have a lot of up-close voter interactions, build a relationship with activists in the state and hope to catch fire.

Mrs. Clinton has always had trouble in Iowa, and she never totally connected with voters there. One of the strategists advocated saving as much money as possible to spend in Iowa for a late media push.

Clinton’s authenticity and integrity have been further challenged by her claims of  being dead broke after leaving the White House and with the recent email scandal. While few people will vote based upon her having a private email server, this scandal does demonstrate what critics have often said about Clinton. It verifies the suspicions of her dishonesty. Her two main defenses, convenience due to not wanting to carry two devices (even though she actually did), and claims that she did not break the rules, were both shown to be false.

Clinton’s attacks on Republicans for shredding the Constitution when they used a server from the Republican National Committee, and the citing of use of personal email as one reason for the firing of an ambassador under her, are consistent with the view that the Clintons believe that the rules do not apply to them.  This also ties into Clinton’s long-standing propensity towards secrecy, both in her political life and in policy matters. Her contributions from foreign donors raises further suspicions, but Clinton has made it quite difficult to follow the money.

Much of the criticism raised of Clinton by these Democratic strategists are similar to questions raised in the past about the poor judgment she has shown throughout her career.

While strategies discussed above include means for cutting into Clinton’s support among black and working class voters, some liberal feminists are also coming out to criticize Clinton’s history on feminist issues. While this is beyond the scope of this post, I will briefly note the main points which are generally raised:

  1. Clinton undermines the case for abortion rights with calls for abortion to be safe, legal, and rare, stigmatizing women who do seek abortions
  2. Clinton’s history of undermining women who have been subjects of sexual harassment
  3. Anti-feminist actions as an attorney including her attacks on a rape victim
  4. A relative lackluster record on women’s issues and taking contributions from counties with a pitiful record on women’s rights such as Saudi Arabia

Clinton is similarly weak on other social issues such as gay marriage which might have some impact in primaries among the Democratic base.

Despite these thoughts from the Democratic strategists, defeating Clinton for the Democratic nomination will not be easy. While difficult, the attempt should be made in order to have a liberal choice in the 2016 election.

Clinton’s Use Of Private Email Suggests Democrats Need To Consider A Plan B For 2016

The reports I discussed yesterday regarding Hillary Clinton using private email as Secretary of State are leading some, such as Frank Rich, to wonder if Democrats need a backup plan for 2016. A follow up story in The New York Times reports how Clinton used her private email to thwart requests for information, including requests from Congress and Freedom of Information requests from journalists. These ethical breaches by Hillary Clinton are of particular concern taking place so soon after scandals in the Bush administration regarding private use of email, making many liberals besides myself question why Clinton could have done something so foolish.

As The Guardian summarized the significance of the news:

It leaves Clinton vulnerable to at least three lines of criticism: that she potentially broke fundamental rules governing the handling and security of state secrets; that she skirted around guidelines put in place to ensure historical accountability and transparency within high public office; and the political attack that she must have had something to hide.

Perhaps the most serious accusation facing Clinton is that she may have breached one of the fundamental tenets of classified information. J William Leonard, former director of the body that keeps watch over executive branch secrets, the Information Security Oversight Office, told the Guardian that if Clinton had dealt with confidential government matters through her personal email, that would have been problematic. “There is no such thing as personal copies of classified information. All classified information belongs to the US government and it should never leave the control of the government.”

The Associated Press is considering legal action in response to her failure to respond to Freedom of Information Act requests for email:

The unusual practice of a Cabinet-level official running her own email server would have given Clinton — who is expected to run for president in the 2016 campaign — significant control over limiting access to her message archives.

It also would complicate the State Department’s legal responsibilities in finding and turning over official emails in response to any investigations, lawsuits or public records requests. The department would be the position of accepting Clinton’s assurances she was surrendering everything required that was in her control…

The AP said Wednesday it was considering taking legal action against the State Department for failing to turn over some emails covering Clinton’s tenure as the nation’s top diplomat after waiting more than one year. The department has failed to meet several self-imposed deadlines but has never suggested that it doesn’t possess all Clinton’s emails.

Having checked more coverage in the media and blogosphere since my initial post, I was pleased to see that most liberal bloggers I read did question Clinton’s conduct. For example, rather than a partisan defense Steve Benen‘s post raised the same objective points:

There’s no shortage of problematic angles to this. Obviously, there’s the question of transparency and compliance with the Federal Records Act. Clinton wasn’t the first Secretary of State to make use of a personal email account – Colin Powell did the same thing during his tenure in the Bush/Cheney administration – but preservation rules have changed and Clinton apparently faced more stringent requirements.
There’s also the matter of security: as Secretary of State, Clinton sent and received highly sensitive information on a daily basis, including classified materials, from officials around the world. By relying on private email, instead of an encrypted State Department account, Clinton may have created a security risk.

Other liberal bloggers have been far harder on Clinton.  Clinton is also receiving criticism on MSNBC, as opposed to the partisan defense we would expect in the reverse situation from Fox. Needless to say, conservatives tended to be quite critical, and  hypocritical, usually ignoring the comparable use of private email by many Republicans, including officials in the Bush administration, Chris Christie, and Sarah Palin.

It was disappointing but not surprising to see that the Clintonistas did quickly get some writers out to defend Clinton. Typically their defenses were no more honest than a report from Fox. Defenses of Clinton tended to concentrate on the arguing that Clinton did not actually break the law. This is definitely a case of moving the goal posts and possibly also incorrect. The initial articles raising these concerns did note that Clinton may have broken the law and with the complexity of the regulations involved avoided a definite conclusion, but it was her conduct and judgment, not whether she was in violation of the law, which is the heart of the issue.  The defenses of Clinton point out that Colin Powell used private email, but ignore the changes in regulations made in 2009 which “required that all emails be preserved as part of an agency’s record-keeping system.” Her defenders have also ignored the more stringent requirements put into place in 2011. As a consequence of these rules changes, John Kerry has used government email for his communications, as has Barack Obama since taking office in 2009.

Many of the other defenses of Clinton are rather trivial attacks on the journalist who wrote the story. The statements that these revelations came out as part of the Benghazi hearings is contradicted with finding a journalist who had reported on this previously. This is analogous to the debates as to who discovered America. Finding that someone had previously reported on Clinton’s private email does not change the substance of this story any more than discovering that Vikings beat Columbus to America substantially other facts regarding American  history post-Columbus.

The rapid release of such dishonest defenses of Clinton by her allies is yet another reason why I would hate to see Hillary Clinton as president. I have always been disturbed by the degree of secrecy when she was working on health care reform, her push for war against Iraq based upon fictitious claims of ties between Saddam and al Qaeda, along with many questionable statements I’ve heard from her over the years. Electing Clinton would be a great blow to honesty and transparency in government. Democrats should be able to do better.

There is no question that Clinton was at least skirting the rules in effect when she became Secretary of State, if not outright breaking them. Her honesty has already been a serious question. Someone with a reputation for dishonesty and lack of transparency should have realized that this would only make matters worse. Her credibility, already in question, will be even lower when there is always the question of secret emails looming. Republicans will be able to drag out their hearings on Benghazi even longer because of this. If she runs against Jeb Bush she would be on the defensive over transparency after the release of his emails. Clinton has never been a very good campaigner, and her lack of judgment in this matter only raise.

Techies Join Other Liberals Who Are Not Ready For Hillary

Hillary Clinton continues to look like a strong favorite to win the 2016 Democratic nomination, but there continues to be many Democrats who hope that the party decides upon a liberal nominee. This includes the techies who helped Obama to beat her in 2008. Politico reports:

Scores of the Democratic techies who helped Barack Obama defeat Hillary Clinton for the 2008 presidential nomination are now seeking alternatives to Clinton in 2016. Some are even promising the same kind of digital throw-down to sink her presumptive front-runner campaign as they did in 2008.

Clinton is still expected to be able to field a formidable tech team. But her troubles in grabbing many of the party’s young campaign innovators have a good deal to do with Elizabeth Warren, the Massachusetts Democrat who insists she’s not running for president but who has quickly become an appealing pick for Obama alumni who built his two campaigns’ data and digital infrastructure. Earlier this month, more than 300 of Obama’s former campaign staffers, including his chief information officer and senior aides who handled email, online fundraising and field efforts, released a letter begging Warren to jump into the race.

“What we were trying to do is send a signal to the larger country but also to Sen. Warren herself to say a lot of this institutional knowledge and power that’s been built up over the last couple of years actually is with you,” Christopher Hass, an Obama 2008 and 2012 digital campaign aide, said in an interview.

“We’re not robots,” added Catherine Bracy, who led Obama’s San Francisco field office in 2012. “I think people are going to choose the candidate who inspires them the most. And for many of us that’s Elizabeth Warren.”

While Clinton’s other potential 2016 rivals will be widely outmatched on the financial front, they are hardly tech neophytes and each brings his own digital skill sets to compete on the social media battlefield and for critical early votes in Iowa and New Hampshire. After all, Bernie Sanders is arguably Congress’ biggest social media powerhouse; Martin O’Malley has governed both Baltimore and Maryland with an obsessive eye on statistics; and Jim Webb has a proven track record as a candidate willing to use progressive bloggers and viral videos to exploit his opponents’ weaknesses for advantage.

“I’d not be surprised if [Sanders] or one of the others get several bumps over the next six months,” said a senior Democratic source, noting the Vermont senator’s ability to make waves on Facebook and Twitter while Clinton at the same time would be working to define her own new narrative. “I think she’s got an enormous challenge reintroducing a brand that’s been around this long and getting people excited about it. It’s going to be tricky.”

Despite this “enormous challenge,” I doubt that very many Democrats who oppose her nomination doubt that she also has enormous advantages going into the primary race (as she did in 2008).

There have been other expressions of opposition to Clinton winning the nomination. The November issue of Harper’s ran a cover story entitled, Stop Hillary! Vote no to a Clinton dynasty. As I received it just before the 2014 primaries, I decided to hold off on discussion of the 2016 election, but it is worth quoting some portions of this article. Doug Henwood began:

What is the case for Hillary (whose quasi-official website identifies her, in bold blue letters, by her first name only, as do millions upon millions of voters)? It boils down to this: She has experience, she’s a woman, and it’s her turn. It’s hard to find any substantive political argument in her favor. She has, in the past, been associated with women’s issues, with children’s issues — but she also encouraged her husband to sign the 1996 bill that put an end to the Aid to Families with Dependent Children program (AFDC), which had been in effect since 1935. Indeed, longtime Clinton adviser Dick Morris, who has now morphed into a right-wing pundit, credits Hillary for backing both of Bill’s most important moves to the center: the balanced budget and welfare reform. And during her subsequent career as New York’s junior senator and as secretary of state, she has scarcely budged from the centrist sweet spot, and has become increasingly hawkish on foreign policy.

The purpose of the article was a response to those who see her as a liberal by looking at her career.  Henwood wrote, “despite the widespread liberal fantasy of her as a progressive paragon, who will follow through exactly as Barack Obama did not. In fact, a close look at her life and career is perhaps the best antidote to all these great expectations.” He has considerable detail on her career. He wrote this on health care:

Hillary was given responsibility for running the health-care reform agenda. It was very much a New Democrat scheme. Rejecting a Canadian-style single-payer system, Hillary and her team came up with an impossibly complex arrangement called “managed competition.” Employers would be encouraged to provide health care to their workers, individuals would be assembled into cooperatives with some bargaining power, and competition among providers would keep costs down. But it was done in total secrecy, with no attempt to cultivate support in Congress or among the public for what would be a massive piece of legislation — and one vehemently opposed by the medical-industrial complex.

At a meeting with Democratic leaders in April 1993, Senator Bill Bradley suggested that she might need to compromise to get a bill passed. Hillary would have none of it: the White House would “demonize” any legislators who stood in her way. Bradley was stunned. Years later, he told Bernstein:

That was it for me in terms of Hillary Clinton. You don’t tell members of the Senate you are going to demonize them. It was obviously so basic to who she is. The arrogance. . . . The disdain.

Health-care reform was a conspicuous failure, and most of the blame has to fall on Hillary.

Hillary got Bill to agree to veto any compromise as opposed to HillaryCare in full. The result was forcing us to wait another generation before we had health care reform.

Henwood discussed the scandals which surrounded Clinton, pointing out how she responded “with lies, half-truths, and secrecy.” He described aspects of her Senate career, including her prayer breakfasts with Republicans and her support for the Iraq war:

She buddied up to John McCain and attended prayer breakfasts with right-wingers like Sam Brownback of Kansas. She befriended Republicans who had served as floor managers of her husband’s impeachment. Even Newt Gingrich has good things to say about her.

Oh, and she voted for the Iraq war, and continued to defend it long after others had thrown in the towel. She cast that vote without having read the full National Intelligence Estimate, which was far more skeptical about Iraq’s armaments than the bowdlerized version that was made public — strange behavior for someone as disciplined and thorough as Hillary. She also accused Saddam Hussein of having ties to Al Qaeda, which was closer to the Bush line than even many pro-war Democrats were willing to go. Alas, of all her senatorial accomplishments, this one arguably had the biggest impact. The rest were the legislative equivalent of being against breast cancer.

Her tenure as Secretary of State was just as hawkish:

For her own part, Hillary was less of a diplomat and more of a hawk, who had made a campaign-trail promise in 2008 to “totally obliterate” Iran in the event of an attack on Israel. Part of this may have been pure temperament, or an impulse to prove that she was tougher than a man. But she may also have been reacting against public perception of the job itself. As the feminist scholar Cynthia Enloe, who specializes in gender and militarism, told me in a 2004 interview, there’s a “long history of trying to feminize the State Department in American inner circles.” Diplomats are caricatured as upper-class pansies instead of manly warriors. Bush, Cheney, and Rumsfeld even attempted to feminize Colin Powell, she argued, “which is pretty hard to do with somebody who has been a general.”

But the problem becomes particularly acute with a female secretary of state — and Hillary countered it with a macho eagerness to call in the U.S. Cavalry. She backed an escalation of the Afghanistan war, lobbied on behalf of a continuing military presence in Iraq, urged Obama to bomb Syria, and supported the intervention in Libya. As Michael Crowley wrote in Time, “On at least three crucial issues — Afghanistan, Libya, and the bin Laden raid — Clinton took a more aggressive line than [Defense Secretary Robert] Gates, a Bush-appointed Republican.”

Fortunately, as one diplomat put it, Obama “brought her into the administration, put her in a bubble, and ignored her.” That would also be good advice for Democrats as we go into the battle for the 2016 nomination.

Howard Dean Is Ready For Hillary, But Does Anyone Still Care About What Howard Dean Says?

Howard Dean writes that he is ready for Hillary. He mentions some of her attributes but the most obvious thing in his article is the absence of mention of her support for the Iraq War. Maybe this is not a major factor for everyone (although I think that ones position on one of the major blunders in recent times should be). I just find it more amazing that Howard Dean doesn’t care, considering how he used the Iraq war in his 2004 run for the Democratic nomination.

Although Howard Dean and John Kerry had essentially the same view on Iraq, Dean distorted the issue to give the appearance of a difference. He turned the Senate vote to authorize force in Iraq into far more of a litmus test than it ever should have been. While Kerry, as he later admitted, made a mistake in trusting Bush not to misuse the authorization, the major difference was that Kerry was in the Senate and had to cast a vote while Dean did not. Listening to the statements from the two, both actually had the same position. Both thought that force should be authorized if we were legitimately threatened by weapons of mass destruction from Iraq. Both argued at the onset of the war that no such threat existed and that Bush was wrong to go to war.

If, although having the same position, Kerry’s vote made him subject for constant attacks on the war from Dean, what about Hillary Clinton? Unlike both Kerry and Dean, Hillary Clinton not only voted in favor of the war, but she was enthusiastically supporting going to war at the time. She was on the far right of the Democratic Party, with people like Joe Lieberman, in claiming that Saddam had ties to al Qaeda

Indeed, in Clinton’s October 10, 2002, speech about her vote she said of Saddam: LINK

“He has also given aid, comfort, and sanctuary to terrorists, including Al Qaeda members, though there is apparently no evidence of his involvement in the terrible events of September 11, 2001.”

As Don van Natta and Jeff Gerth have written in their book about Clinton and the New York Times, Clinton’s linkage of Saddam and al Qaeda was unique among Democrats and “was unsupported by the conclusions of the N.I.E. and other secret intelligence reports that were available to senators before the vote.” LINK

Former Senate Intelligence Committee Chair Sen. Bob Graham, D-Florida, said it was a spurious claim: “I don’t think any agency pretended to make a case that there was a strong linkage between Saddam Hussein and 9/11. It wasn’t in the N.I.E.”

“Nevertheless,” van Natta and Gerth write, “on the sensitive issue of collaboration between Al Qaeda and Iraq, Senator Clinton found herself adopting the same argument that was being aggressively pushed by the administration. Bush, Vice President Dick Cheney and other administration officials had repeated their claim frequently, and by early October 2002, two out of three Americans believed that Saddam Hussein was connected to the Sept. 11 attacks. By contrast, most of the other Senate Democrats, even those who voted for the war authorization, did not make the Qaeda connection in their remarks on the Senate floor.”

Sen. Joe Biden, D-Del., “actively assailed the reports of Al Qaeda in Iraq, calling them ‘much exaggerated.’ Senator Dianne Feinstein of California described any link between Saddam Hussein and Al Qaeda as ‘tenuous.’ The Democratic senator who came closest to echoing Clinton’s remarks about Hussein’s supposed assistance to Al Qaeda was Joseph Lieberman of Connecticut. Yet even Lieberman noted that ‘the relationship between Al Qaeda and Saddam’s regime is a subject of intense debate within the intelligence community.’”

How could Clinton get this key point so wrong?

“My vote was a sincere vote based on the facts and assurances that I had at the time,” she said in February.

But what facts and assurances?

Of course Howard Dean’s reputation on the left has already become tarnished since he sold his soul and became a K-Street lobbyist defending the interests of Big Pharma. Yes, I guess this Howard Dean could be expected to support Hillary Clinton, regardless of her views on Iraq.

Clinton’s Hawkish Statements On Syria Remind Left That Clinton Does Not Share Our Views On Foreign Policy

As is far too often the case, I think the mainstream media is getting the story wrong following Hillary Clinton’s interview with Jeffrey Goldberg in The Atlantic  in which she took a different position from Obama. We expect to see Clinton separate herself to some degree from Obama.The real significance is that this has been a wake up call for many on the left who really haven’t thought about Clinton’s hawkish world view. Many liberals who ostracized Joe Lieberman still embrace Hillary Clinton despite holding very similar foreign policy views. I doubt that this will change the outcome of Clinton winning the nomination, assuming she runs, but if by chance she is stopped by a successful challenger, in retrospect we might see this week as the time when things changed for her. David Brooks, while largely agreeing with Clinton from the right, speculates that “I’d bet she is going to get a more serious challenge than people now expect.” These questions are bigger than Politico discussing whether Hillary Clinton is comfortable in her own skin.

Clinton has received criticism for her views on intervening in Syria and for her general disagreement with Obama’s approach:

Great nations need organizing principles, and ‘Don’t do stupid stuff’ is not an organizing principle.

“Don’t do stupid stuff” sounds like a good idea. It reminds me a lot of the Hippocratic Oath to do no harm. Both good ideas, as opposed to Clinton’s history of making big mistakes and not realizing it until later, after the damage is done.

The Weekly Standard did have an amusing take on this, running a story composed of quotes from the interview under the headline, “Special Guest Editorial: Obama’s Foreign Policy Failures By HILLARY RODHAM CLINTON”

Response to Clinton’s statements on getting involved in the quagmire in Syria were largely negative from the liberal blogosphere. Digby’s response to the interview:

This is a very scary interview. Much more hardcore than I expected…

It’s possible she’s doing this to speed things up so an agreement can be struck before Obama leaves office — kind of a Reaganesque  madman move — but considering her hard line on everything else, I’d guess not.

Yikes.

Booman looked at the substance of Clinton’s argument and concluded, ” Had we made that mistake, too, we’d be in an even deeper hole.”

From Balloon Juice:

…my major concern about HRC is her hawkishness. That’s why I supported Obama instead of HRC back in 2008 — he recognized the Iraq War as “stupid shit” from the beginning; she didn’t.

The remark highlighted above doesn’t tell us much about Clinton’s organizing principles. When Goldberg questioned her directly on it, her response was “peace, progress and prosperity,” which could have come from a Miss World pageant script.

A supporter of Clinton in 2008 at Cannonfire wrote, “It’s Obama vs. Hillary — again — and this time, I’m on HIS side”

Not surprisingly, Andrew Sullivan was quite hard on Clinton:

And the greatest throwback to 2003 in this respect is Hillary Clinton. So far as one can tell from her interview with Jeffrey Goldberg, there is no daylight between her and John McCain or even Benjamin Netanyahu – but a hell of a lot of space between her and Barack Obama. The interview confirms my view that she remains neoconservatism’s best bet to come back with bells on. It appears, for example, that her boomer-era pabulum about foreign policy on the Jon Stewart show – “We need to love America again! – was not an aberration. She actually means it. And once we believe in ourselves again – don’t look at that torture report! – it will be back to the barricades for another American century of American global hegemony. And why not start in Syria and Iraq? I mean: she’s already hepped up about the threat of Jihadism – and what could possibly go wrong this time? If only we believe in America!

You know, when you’re down on yourself, and when you are hunkering down and pulling back, you’re not going to make any better decisions than when you were aggressively, belligerently putting yourself forward. One issue is that we don’t even tell our own story very well these days.

Just forget that this country destroyed its military deterrence and its moral authority by the war that Clinton favored and has never fully expressed remorse for. Forget the trillions wasted and the tens of thousands of lives lost and the brutal torture we authorized and the hapless occupation that helped galvanize Jhadism, let’s just feel good about ourselves! And do it all again!

And so try and find a real difference between John McCain and Hillary Clinton on these topics. It’s certainly the same “fight them over there so we don’t fight them over here” fear-mongering:

One of the reasons why I worry about what’s happening in the Middle East right now is because of the breakout capacity of jihadist groups that can affect Europe, can affect the United States. Jihadist groups are governing territory. They will never stay there, though. They are driven to expand. Their raison d’etre is to be against the West, against the Crusaders, against the fill-in-the-blank—and we all fit into one of these categories. How do we try to contain that? I’m thinking a lot about containment, deterrence, and defeat.

Well, actually, their raison d’etre is not to be against the West. Right now and for the foreseeable future, it is about defeating the apostates of Shia Islam and wimpy Sunni Islam. It’s about forcing other Muslims to submit to their medieval authority – with weapons left behind from the last American interventionist project. The West for these Jihadis is a long, long way away. But not for Clinton or for McCain who see every struggle anywhere as involving the US because … America! And that’s when you realize how fresh Obama was and how vital he has been – and how in foreign policy, a Clinton presidency is such a contrast to his.

MoveOn issued this warning to Clinton:

Secretary Clinton, and any other person thinking about seeking the Democratic nomination in 2016, should think long and hard before embracing the same policies advocated by right-wing war hawks that got America into Iraq in the first place and helped set the stage for Iraq’s troubles today. These hawkish policy stances are also threatening to undermine the peaceful international resolution of Iran’s nuclear program.

Voters elected President Obama in 2008 to bring the war in Iraq to an end. MoveOn members will continue to stand with elected officials who oppose military escalation that could put us back on a path to endless war.

I rarely agree with The American Conservative to the degree I agree with much of this analysis:

Clinton has “brilliantly” identified herself as the hawk that she has always been, which puts her sharply at odds with most people in her own party and most Americans of all political affiliations. That’s not triangulation at all. The old Clintonian triangulation was driven by an obsessive focus on public opinion and on finding mostly minor issues that obtained support from a large majority. The purpose of it was to co-opt popular issues and deprive the opposition of effective lines of attack. The goal was not to poke the majority of Americans in the eye on major issues and tell them that they’re wrong. Clinton’s foreign policy posturing politically tone-deaf and focused entirely on what will please people in Washington and a few other capitals around the world. It is evidence that Clinton thinks she can get away with campaigning on a more activist foreign policy on the assumption that no one is going to vote against her for that reason. She may be right about that, or she may end up being surprised–again–to find that her horrible foreign policy record is still a serious political liability.

Now it’s true that the vast majority doesn’t vote on foreign policy, and most Americans normally pay little or no attention to it, but one thing that does seem to get their attention is when they are being presented with the prospect of new and costly conflicts. If Obama is faulted in Washington for being too cautious, Clinton is making clear that she will err on the side of being too activist and aggressive, and she gives us every reason to expect that she will err quite often on that side. That isn’t going to gain Clinton any votes, and it could easily lose her quite a few. Her twin hopes at this point have to be that she won’t face a significant challenge from the left on these and other issues and that the next Republican nominee will be even more irresponsibly hawkish than she is. That’s not brilliant. It’s called wishful thinking.

Clinton’s current hawkish views today are hardly new, as in 2002 when she backed the Iraq war based upon claims of a tie between Saddam and al Qaeda:
