It is a perfectly rational solution. The members of the House do not want the Senate bill. They already passed the bill they want. There is no reason they should vote on the Senate bill which they do not want. The most sendible thing to vote on is the final legislation which will be signed into law--the Senate bill with revisions. Voting on the final bill is what Congress was elected to do.
